The Human Rights Council has commenced a probe into allegations of human rights violations in Tigray, including the Mai Kadra massacre in the holy city of Aksum.
However, the Ethiopian foreign minister added that some refugees in the Sudanese camps will face justice because, according to the minister, they committed crimes.
Over 70,000 Ethiopian refugees are in United Nations-managed camps in Sudan.
