KAMPALA, 15 February 2021 – Ugandan President Yoweri Museveni has ordered the suspension of a European Union fund that promotes democracy and good governance.
The fund has been “used to finance activities and organizations designed to subvert government under the guise of improving governance,” Museveni said in a letter of his finance minister.

Museveni claimed he was never consulted in the setting up of the fund which has had up to 100 million pounds in resources.
“This is not the financing of a private business but the funding of state and non-state actors to achieve the political objectives of the funders in Uganda,” Museveni said in the letter.
The Ugandan cabinet which was supposed to review the matter is yet to raise it, according to sources informed on the issue.
The European Union set up and relies on the Democratic Governance Facility (DGF) to fund civil society organizations working to promote human rights, democracy, good governance, press freedom and freedom of expression.
The European Union has not commented on the decision.
